ATTENTION ARKANSAS PLUMBERS
Senate Bill 90 passed out of the Arkansas State Senate on March 7. The legislation is currently awaiting action in the House Public Health, Welfare and Labor Committee. This legislation would allow full
reciprocity of occupational licensing with other states, including plumbing. Arkansas
currently has a plumbing license reciprocity agreement with Ohio and Texas, a
determination that was made after coordination between those states’ plumbing
licensing boards to ensure guidelines amongst our states are comparable and stringent.
To allow unfettered reciprocity of occupational licensing, particularly as it applies to plumbing, ignores the differences of plumbing codes and standards between all states in the Union. For licensed plumbers not from Texas or Ohio to perform work in Arkansas, they must submit to examination requirements to ensure they are knowledgeable and compliant with plumbing codes and regulations, otherwise they risk not only completing work that could fail inspection (resulting in potentially astronomical costs to correct) it could risk the health and safety of building occupants. If SB90 does not recognize this important aspect of public health and safety, it must not pass in its current form.
